While these claims are under investigation, Judge Pedraz decided to block Telegram’s services in Spain.
Why the Order?
The roots of this legal battle extend to the Virgin Islands, where Telegram is registered. In July 2023, Spanish officials requested information from the Virgin Islands authorities to identify the individuals behind accounts allegedly uploading pirated content. Unfortunately, cooperation from the Virgin Islands was lacking, prompting Judge Pedraz to take this precautionary measure. The court’s patience had worn thin, and the lack of response led to the nationwide suspension of Telegram web services.

Consumer advocacy group Facua criticized the ruling, deeming it disproportionate. Facua’s general secretary, Ruben Sanchez, warned that this suspension would cause “enormous damage” to millions of Telegram users. He likened it to shutting down the internet due to copyright infringement on certain websites. Telegram, which claims 700 million monthly active users worldwide, is the fourth most widely used messaging service in Spain, according to the competition watchdog CNMC. Nearly 19% of Spaniards surveyed by the CNMC rely on Telegram web for communication.
