HAVANA – A confluence of naval forces from three major powers has ignited Cold War-era tensions in the Caribbean, with the arrival of Russian, Canadian, and U.S. vessels near Cuba. The situation, reminiscent of historical standoffs, has raised concerns about regional stability and its potential impact on ongoing conflicts elsewhere.

On June 14, 2024, the Canadian navy patrol ship HMCS Margaret Brooke sailed into Havana’s harbour, just hours after the United States announced that the fast-attack submarine USS Helena had docked at its Guantanamo naval base in Cuba.
